Thomas Consulting have been providing services for the operators of registered tip sites for a number of years, led by our Associate, Dr. Jim Kitchin, the team provides the following services;
Site Monitoring The landfill site closure programme, part of the EU strategy to reduce the number of operating landfill sites in the UK and other member states, is now beginning to have a real effect. The objective of this strategy is to place landfill operations in the hands of the larger players who have the long term financial strength to undertake high standards of site development, operation and eventual safe closure. Smaller operators and one man bands, often owning old quarry sites and who had a significant role in the industry up to some 10 years ago are now long gone. However theses sites still require continuing site monitoring for landfill gas, leachate characteristics and surface and groundwater quality. The current permitting (formerly licensing) structure requires the site to be managed, including monitoring, for a number of years after the site has “closed” ( when waste can no longer be accepted), until the site reaches “definitive closure.” It is only at the definitive closure stage that the site is deemed to be environmentally safe and the Environment Agency will permit the operator to relinquish their permit or licence. The site is then regarded as no longer needing further active management and control. The time period between closure, no more waste acceptance and definitive closure and when the permit can be given up, can be 50 years or more for a site that has accepted municipal or similar waste. It is easy to see why the EU and the Environment Agency want any future landfill operations to be controlled by the major players.
